Hunter wake up dammit!

Ok:
I currently have 8385 crossbow bolts. 8385.
I have ONE hunter.
He has a quiver and a crossbow.
The military screen is set to supply hunters with 100 bolts of ANY material.
Scrolling down shows a tick against -chestnut bolts [25]-
He has only Hunting and Refuse Hauling active.
He is standing around with "No Job" and his quiver is Empty.
Why will he not pick up his ammunition and go KILL THINGS?!?!

Yup, in fact the herd of capybara are currently wandering around near my woodcutters, i have a steady stream of dwarves wandering in and out for wood, he shouldn't have any trouble.
He's just wandering around eating and drinking and not getting his ammuntion.

Try disallowing hunting to get him to drop everything he has, forbid what he dropped, then tell him to go hunting again.

Well i'm having to disable the labor then wait for him to dump his kit, and re-activate the labor. Every time he empties his quiver. Might just give up on hunters, though i do find them useful for spotting ambushes :(

I had a similar issue that I got around by removing ammo designations for all of my military squads.
