If war happens, solve it with money(either peace or mercenaries)

Wow. Sure got a lot of players all of the sudden. I'll put stuff up tomorrow if I can find the time.

No I mean in game when we start, like, I want to redistribute 5% to the arts or something. Also a map of the world and our location in it from the creator would be nice, so we know who are neighbors are. Or it can be a mystery :o.

Changing is fine. Policies change all the time. In fact, I'd rather avoid using too many exact percentages, since it's too restricting for a game without many concrete rules.
Map? Probably not. Again, it'd create too many restrictions.

Also, it's generally assumed that there is some sort of production in areas not specified. If you don't mention military, it doesn't mean you have no army, just that it's average and getting no special attention compared to other aspects of development.

Okay, sorry to take so long, everyone. Thank you for your patience.

Wow. I was actually planning on cancelling, but seeing how many people are interested, I think I'll go ahead and give this the green light.

I'm setting up an official list of nations on the first page (you can't miss it).
I had a lot of fun reading about each civilization and imagining how their people lived and worked. (You can always tell how authoritarian or communistic a country is by how many times they put words like "the people's" or "democratic" in their name :) )

A note on war, etc:
War is acceptable in this game, but within reason. Your ruler can be all kinds of horrible if you want, but just don't be a jerk to other players, alright? All-out warfare should only be between consenting nations (whether or not the agreement is in-game or between players) or against those who have seriously wronged you. If someone does not want to fight, don't make them. Minor conflicts may be a little more acceptable. Just... you know. Don't be an ass. But also don't throw a fit if things don't go your way. That's also assish.

Okay.

Lets assume that all of the nations were in general isolation for some reason, but word from travelers and traders have brought the presence of the other nations to the attentions of the kings.

Basically start by attempting to make contact with others.
If you choose, you can also specify any specific changes, current goals and projects (aside from those obvious in your descriptions), etc.



EDIT:
One new minor feature (though not mandatory) is national colors.
I don't need to know the details of your flag, but two or three colors that vaguely represent your people may be helpful.
It probably should be different colors than other guys', but don't throw a fit if your choice of red white and blue is copied by someone else. Really, do you have any idea how many countries have red white and blue flags? Like... A lot.

Also, I may actually make a map for this.
I have Civilization V, and it comes with an awesome map maker. It may start out as just regional (nation) maps, and they may be just small pictures (if I can do this at all, I'll try to though). It could help.

Edit again:
If anyone new joins, consider traits or policies not yet explored by others, such as...
Snowy region
Tropical/jungle region
Savanna region
Nearby swamps/wetlands
Mining/excavation
Cultural/artistic
Entertainment industry
Religious
Exploration
Agricultural
Etc. etc. etc.

My king brings all the traders and travelers who know of these kingdoms together and asks of the location, and sets his best cartographers to work making a map of the world.

We send out scouts in all directions equiped with the best weapons and pens we haves. (Weapons for hostiles, Pens for friendlys)

If you payed attention, you would know that the empire is called Ultim Empire And the emperor is as my username, so plesae  remove the last two letters from the Empire/kingdom name.

As  for my turn..


Send spies beyond the borders of my empire.
The emperor want to know of any possible threats to his reign.
If any neighbouring nations are found, establish a foothold consisting of a network of spies within that nation.

Your men have found the foreign nations, and send "merchants" to evaluate the threats. Royal spies are being trained as sleeper agents and will soon be dispatched to settle in these foreign lands.
 - Regular spies planted Perecklia, Sceence, and Fniff.
 - - Spy stationed in Perecklia is unable to obtain much information as no locals trust them.

@Fniff
Your scouts explore the surrounding area and do indeed find foreigners. It is quite possible that lawyers walk their streets uncaked. How dreadful...
 - Peoples' pride in local traditions increased

@Furtuka
Your men, armed with impressive weapons and awesome pens encounter foreigners. The horses of those that are mounted are not so impressive as yours. They do not seem to be aggressive, but they could they could be biding their time. It is too soon to tell exactly whom.
 - Peoples' suspicions rise

@Devling
You recruit the services of the cartographer's guild (who have not had much work lately). They map out the surrounding area. While so doing, they encounter foreign light scouts, well armed men on mighty horses, and a group of extremely inconspicuous travelers who are definitely not up to something.
 - Discovered nearby source of corn. Scientist immediately begin looking for practical uses of the crop. The common people eat it 'cause it's food.
