Good Free GUI Builder?

Can you recommend me one?

Programming language doesn't matter since I'm willing to learn.

It need to be a WYSIWYG (what you see is what you get) type of editor. Something like editor integrated into C++ Builder.

Microsoft Visual Studio Express Edition. You choice of cpp, cs, vb and some others I think.

Qt or gnustep are free and, I think WYSIWYG. Never used them though.

I second Visual Studio Express, it's free, and the editor is awesome.

There's also XCode if you're on a Mac.

For Java, there's a Swing GUI builder as part of NetBeans.

Thanks for the response and reccomendations. I've downloaded Microsoft Visual Studio Express Edition and as it seems to be just what I need.
