Research
Research has been distributed evenly in two areas: Faster engines, and more effective Infantry weapons. A new infantry rifle has been well into the prototype stage, but just fell short of a mass-produced model. On the other hand, the new engine has never left the drawing board save a few non-working parts.

Balancing Changes (applied immediately)
Terraforming: Per 2p x 1000 x planet size you can improve the planet environment by 1%. Maximum investment per turn is capped at equivalent to 10% quality increase, before applying bonuses.
(that is, 20% of original value. Original was just too expensive.)
After a battle, no matter which side wins, population will decrease by 100x soliders killed (as in the worked example).Reverted to 10x, bad arithmetic on my side.
Turn order change
With the streamlining of turns (production and growth handled by me), you effectively gained 1 turn of tax (after upkeep). You also know how much production you are going to have this turn, reducing lots of hassle (and brain cell death).
Extermination/occupation
Newly conquered world will not produce or grow for 1 turn, as it is awaiting your order to select the action taken. As a consequence they do not require upkeep either. They’ll continue to grow (and cost you) from the next turn.
Polls:
It seems that population growth and production bonuses are overpowered, especially compounded over time. I propose nerfing them to half the bonus(and deficit), effective from next turn. By Simple majority, if anyone objects.
Please check for obvious errors, like ships that should be built has not been built.
