Well I quess it is quite large so not yet something I would classify as a fighter, but I want to make sure that the actually much smaller fighters will be recruited in squads of like 5, or 10.

Can I increase my loyalty past 100%?

I guess it would fade over time, at a rate of 1% per turn, or something, until it was back to 100.
