Goblin town and crazy general

I went to the only town marked on my map to buy some stuff and all the citizens are goblins. I've never seen someething like this. When I entered one hut, there was a general and he tried to kill me, but other goblins didn't care. He was chasing me and I was training dodging  :P but when I counterstroke (and broke his spine...) the other goblins attacked me. Is it normal?
EDIT: They are attacking their administrator too  :o
EDIT2: Is it possible that you miss your target and hit someone else? I ask because the administrator started to fight goblins in the hut.

missing and hitting something else is only with ranged attacks.

It looks like you've found another instance of the civil war bug! Revel in the wanton violence of the best dwarf fortress bug of all!

It's funny because the general was hostile only to me, but administrator is hostile for goblins too  ;D

This is a really weird thing.

Sometimes, if you kill a civs leaders, a (kinda) civil war will break out.

It was probably a captured town, or the goblins were captured... And their civ was not hostile to you while the civ of the general (who was probably a leader of the place if the goblins were captured, or a prisoner if the goblins were conquerors) belonged to a civ which was at war with your civ... So the moment you attack him you declare the war on goblins since they had a diplomacy with the general's civ, and the moment they attack you they become at war with the civ of the administrator because he had diplomacy with you... It is possible to make the whole town to attack itself in a similar manner, and it's a "bug" caused by straightforward "enemy of * civ" declaration on attack which never clears itself.
