You are the only thing that can keep a RTD alive. Posting to attempt to make this one live. If players don't post, make up an action for them. If they do it alot, kill them off.

I'm going to go ahead and say something else now:
Act professional. You have as much time as you want to post/edit posts/do a turn/etc, so make them look good.
If a RTD looks good, people will join.
An example is your new title. It looks shoddy to me. So does the name of the RTD. I have a few suggestions on this regard:
"Roll to After the Fallout. In signups, [1/5]"
"Roll to Fallout"
"Roll to Rebuild"
"Fallout RTD. In signups: 1/5"
etc.
Seriously, type everything out professionally, it makes you look better. At the moment, I have you pegged as a 12 year old who liked some RTD he saw, as well as the Fallout universe, so he wants his own RTD, that seems half-baked.
On this point, an Armok reference is cool and all, but a mostly-caps post isn't.
Now onto something you'll hate.
You've said that the players are setting up a colony and there's food and research.
You
should have the systems for this already. You should have them before you made the opening post.
Make a tech tree, if you don't have one. Make it BIG. Make it expansive. If you're that lazy, I'll make one. But you should, so you know it.
Now, I'm going to say something that I think is the best advice for game design.
Players, given the option to do everything, tend to do nothing.
You haven't defined traits, classes or anything.
If you like the Fallout games, take the skill list from
one of them (I recommend Fallout Tactics or New Vegas) and let the players tag skills. That's classes made.
As for traits, again, go the the games and take them from there, if you want.
These are suggestions. I'm not ordering you do do anything, and you can refuse to do anything suggested. But I urge you to at least consider the points made.
I can help with making systems/traits/perks/etc, but I will only do it if I want to. No guarantees that I'll do it.
On a less serious point, which of the Fallout games have you actually played?
