Because everyone knows Male/Female rivalry is just Belligerent Sexual Tension in disguise.

Williams is caught muttering about how he would get a promotion for spying on Gallows, and is publicly executed to send a message.

(Talarion, M=3: 3) Gallows decides now is the time, once and for all, to finish off Scarlet Shadow. Ordering his men to stay and continue their training, he sets off for her base. Scarlet Shadow, surprisingly enough, had the same idea, and they end up fighting in Darwin, California. Major parts of the city are leveled as Gallows uses his Molecular Vaporizer to take down the Shadow's army of ninjas, using his far superior intelligence to find and eliminate each of them before they can finish him. After destroying half the city, he finally corners her in a diner. With the energy cell of his weapon depleted, he's forced into hand-to-hand combat and...
well, not too much later she and her minions are now residing at his base. Awesome.
(breadbocks, M=3: 6. Digital Hellhound, H=4: 1. Noah22223 and wolfchild's actions no longer applicable) Williams leaves his journal out in the open where one of the other rebels finds it. At his earliest opportunity he hands it off to Doc Gallows and Shadow. Needless to say Williams is tossed into the prototype Molecular Vaporizer. So much for the FBI, right Zach? (Theodolus, M=3: 3) But on a similar note, Jenkins is discovered smuggling parts to make a bomb into the Oval Office. Being that this is C+ America he is equally brutally executed, although the method for his is the more pedestrian firing squad.

Marmot Gallows is healthy. His assets include increased intelligence, a trio of robot minions, a small army of rebels, and a base hidden in Death Valley so it's very hard to find and get to. His army is equipped with plasma weapons and high-tech armor that makes them all look the same. Magnetic ray attachments are being produced for his soldiers. His rival-turned-lover, Scarlet Shadow, is a combat expert and has her own army of shinobi to bolster the ranks of the soldiers.
