Gallows finally does something about the power armor problem, and creates a helmet for it with a clear visor, so that he can tell who is his ally and who are his enemies. He also memorises all of the faces he sees on a regular basis, and ones that he comes into contact with, using his extreme intelligence to do this effectively.

Shouldn't his army of rebels be reduced in size now to "small" rather than not having an adjective seeing as how they got mowed down by Machine Guns?

Well yeah, I know.  But the fact of the matter is some got mowed down so that should be reflected in size.  After all the military is still infinitely larger than anything Gallows has right now if they went into full mobilization.

Note: It isn't the entire army attacking, and even if it were, the US' standing army isn't that large. Larger than most, but the majority of the army is in reserve.

Gallow's army won't be as large as the U.S. Active Military unless he gets A LOT more people.  Deal with it.

This particular round is a comic book universe that also encompasses Liberal Crime Squad, so it can be roughly assumed both Gallows and the army have as many redshirts as I feel like and what would happen in the real world doesn't necessarily apply. :P Seriously though, breadbocks is correct in that the amount of rebels that were killed earlier were merely the stupidest 5%, but the army still has a ton of people they can call in. (Maybe I should just grade Gallows's army on a percentage scale instead of using broad adjectives. If so I'd say it's at about 85% of full strength right now.)
