One time I had a Skyrim guard attack me for no reason. My record with every hold is spotless, but a guard near the gate just started chopping the shit out of me for no reason. He let off once I depleted most of his health, but still.

There was also the time that I Fus Roh Dah'd Irileth and Balgruuf off the wall during the battle of Whiterun, reloaded a prior save and they remembered.

FOOSRODAH was my favorite thing about the game. It was pretty boring and felt empty. The main plot is also really short and insubstantial.

It's implied that Guardians have this as one of their powers, according to the dialogue with the dragon. Given that Guardians are the enforcers of the Noden, who in turn keep the gods(all ∞ of them) in line, this is a good power. Arx Fatalis is actually of good example of player character development mixed in the writing. Originally in-multiverse, Guardians were given godlike powers, but the mortals they helped began worshiping them as gods(in a multiverse where belief in a god = god. Bad Thing for the god-police). So the Noden instead simply made them so that every time they entered a world, they're weak but gain power fast. For example, within weeks a Guardian could become a master wizard or legendary warrior(things that take a lifetime), but it's limited somewhat in that they can't necessarily be both(min-maxing notwithstanding). And Guardians' stats are reset at the end of their mission.

Basically, the leveling system is a major plot point.

Ruins the city immersion for me. That and the 12-20 people living in a major city. They solved it with Fallout 4 by making nameless residents wander about. Hopefully that becomes a regular thing.

Actually, savescumming is part of the secret of CHIM, not of being Dragonborn. A series of books in Morrowind has subtle references to how Vivec abuses the fact that he's in a work of fiction to his advantage, leaving his companion Nerevar (who would later reincarnate as the player character) befuddled.
