Can you post a screenshot of his character page where is preferences etc. are listed?

I don't know if moody dwarves respect burrows but maybe some material is outside of the one the dwarf is assigned to. Or it's just not reachable.

So your list is in the right order. And he took the metal, and bones.

Either he's looking for more bones or for wooden logs. I've never had problems with either of them, unless there's a rare case of bone pickyness.

If it's not accessibility, then... Can you savescum to before the mood? It would change, even possibly involve a different dwarf.

Just slaughter something large enough to yield bones. If he makes a mad dash for the butcher's workshop once the critter has been struck down, then you have your answer.

Make sure that the other available bones aren't outdoors. If they are, check to make sure "Dwarves gather refuse from outside" is enabled.
