You can't make a dwarf fear the hammerdwarf. YOU fear the hammerdwarf and should, in turn, try to get those mandates fulfilled.

Forbid his hammer. In the new version it makes him harmless.

In the old version he would use his teeth and most likely tear off a few heads.
