Probably the best way to include helicopters is as an airborne attack.
Essentially, it works like this:
1) LCS team steals a helecopter
2) LCS team choses a target to "fly by"
3) LCS team flys by the location, and conducts an "attack". This attack may be something violent, like shooting out the windows, assassinating an Arch-Conservative, or using the Apache's rockets to level the place. Or, the attack can be more symbolic, such as setting the building's flag on fire, pelting pedestrians with Liberal shoes, or dumping red paint over the building.
4) Conservatives respond. This may even be prior to the attack. Helicopters, aircraft, and individuals on the ground shoot at the LCS chopper. If the squad is skilled, perhaps they can outrun and/or outfight the Conservative response. Squad weapons should be used, despite the lack of realism. How alert society is, and how long the attack would take, would determine the response.
5) Resolution. Either the chopper is destroyed, or the squad abandons the chopper. There is no way the squad could hide or sell it, so they just land, destroy the chopper, and flee into the city.
Now, there should be different choppers based upon where the helicopter is stolen.
Police Station: Police Helicopter, complete with sniper rifle
Cable and Radio Stations: News Helicopter, no specials
Fire Station (free speech is not C+): Fire Fighting Helicopter, complete with water cannon
Firemen HQ (free speech is C+): Fire Demon Helicopter, with flame cannon and napalm rockets
Genetics Lab: Hunter's Helicopter, equipped with net (can capture hostages with this helicopter)
Intelligence HQ: Black Stealth Helicopter, equipped with sniper rifle and stealth coating (Less Conservative Response)
Corporate HQ: Corporate Helicopter, no specials
CEO Residence: Armor-plated Helicopter (less damage)
Army Base: Apache Helicopter, equipped with machineguns, rockets, cannon, and armor
