A. First, what affects sleeper effectiveness if they are laying low? Is it random or do you influence it? In the wiki it claims you can spout Conservatism but it seems the only option is promoting Liberalism, so sleeper effectiveness seems to be uncontrollable.
Let me tell you a story.
Once upon a time, in the earliest versions of LCS, you couldn't control sleepers at all. Once you have a sleeper, he'd just be promoting Liberalism 'till the day he dies. What we would call "Sleeper Effectiveness" was a constant, but I would suppose "higher" than it is today because sleepers back then would directly impact public opinion. Later on, the Sleeperdom System was overhauled, allowing you to tell your Sleeper what to do. Not only could your sleepers promote liberalism, but they could also embezzle money, steal secrets, or recruit other sleepers to your cause.
To balance that, a new system called "Sleeper Effectiveness" was created to serve as a modifier on how successful your Sleepers' actions are. You lose effectiveness when you are conducting Liberal actions (such as Promoting Liberalism), but you gain effectiveness when you either "Lay Low" or "Promote Conservatism". The problem is that this sort of system encourages too much micromanagement of your sleepers and it makes the LCS seem like a cynical Illuminati-style organization (outright promoting conservatism to build up effectiveness before you turn your sleeper to promote Liberalism during election period) rather than as an insane terrorist organization. At first, Promoting Conservatism was removed; you can gain effectiveness through just Laying Low and lose effectiveness when you are Promoting Liberalism. But even that encourages micromanaging to ensure your sleepers are able to affect society during election time. Today, Laying Low and Promoting Liberalism does not impact Effectiveness at all: instead, effectiveness randomly varies from month to month but generally stay within a certain range (probably this range is impacted by who you recruited, and how you recruited him: a Arch-Conservative News Anchor you brainwashed may have higher Sleeper Effectiveness than a random Moderate bloke).
So, no, you can't raise Effectiveness, but at the same time, you can't lower it either, so it's all works out in the end.
