I got a spell book of wishing a a handful of recharge scrolls with a low casting skill but a ridiculous amount of stocked spells. How far do you think i can get by spamming spells to get my casting up then spamming wish spells?
Not very far for a very, very long time, according to the wiki. Even with 72 Casting, it's only a 20% chance, and at 597 MP cost. And, in addition, if you use the 1.17+ betas, the chance goes down as you cast it. I don't know if that's even if you fail, but considering the writer used a lot of exclamation marks, I assume it does even if you fail.

So, basically, just give up and cry unless you're willing to spend a frickton of time on getting your MP and spellcasting up.

Wish spells have their chances lowered by two factors: Number of wishes you have already had, and you Wish spell level. Unlike other spells where your chances increase the more you do it, it decreases.

Dungeons, is where I find the majority I ever get. They are very useful for hiding money from those nasty tax men.

Scum the Puppy cave. You can get basically any item there if you scum the first level enough.

A few tips though for the cave:

Don't pick up equipment (other than rings and amulets). They are usually crap, they sell for crap, and they are heavy.
Bring lots of food, and not just food cargo, since if you're caught in etherwind you do not want to go outside but stay inside.
If you can, bring a sleeping bag for the same reason above, it's really hard to sleep without a bed until you're REALLY sleepy. And sleeping will save you a lot of time hitting the rest key.

Safes you can open from the get-go just as long as they're not locked. As for actual items, I think you'll have to "pickpocket" them. Just beware the karma loss, hostile NPCs if they spot/hear you, and further karma loss if you fight back.
