I have only 2 tiles of water freezing on the whole map during the winter:

WWWWW
FFWWW
WWWWW

W-water
F-ice

2 tiles wide sandstone wall and edge of the map on the left.

And no, it cannot be a different biome.

Only autumn save is available.

Are those the only tiles that are marked "outside"?

They're "Inside", but are marked as "Above ground" and "Light", although i refloored the roof(it is 2z underground).
