Report it to the guard captain, who happens to be the one who committed the crime. The guard captain promptly writes him down as "turning himself in" and hauls him to jail, then drains him of blood later while he's sleeping.

WWUD if the guard captain and mayor weren't vampires, and he was out of other obvious suspects?

Convict all of the babies in the fort. (I did it once when my fort was failing after a siege. All of the babies were convicted for murder. I am bad at playing DF.)
