I would say it was both of them. It's been well established by now that people function better in relatively small groups. Putting so many people together at those ages are just insane. Especially when the locales are not built to handle anything close to that.

Oh, and about the age (and I have a feeling I might have said this a hundred times before, it's one of those things I repeat way too often), have a bio-psycho-whateverological tidbit: People's ability to empathise with other things as well as the ability to recognise emotional body language are actually better developed before the teen ages. Ironically, it's the onset of maturity that makes us immature.

About why kids are less vicious at before and after the "tweener" range. I had assumed it was because they had developed empathy and compassion later, but you're right...much younger kids actually have very strong empathy compared to adults. There's the phenomenon where one child starts crying and all the rest will start too, even though they're not personally in distress.

Yes, but people also "grow back" their empathy as they get older, I did not mean to contradict that.  ;)
