Can I make robes?

For some reason I cannot seem to make robes. Am I supposed to be able to? Clothier's shop has the options:

dress
toga
vest
cloak
trousers
cap
hood
glove
mitten
sock
shoe
bag
robe

Maybe your Civ hasn't discovered Robes. Did you try a Leatherworker's Shop?

Nope, can't make them there either. How would I force them to discover robes?

You can't. It's a cultural thing. Some Dorf-Civs use High Boots, others only use Low Boots. Same with Robes.

Strange, last few worlds i've generated haven't had robes.

I'm assuming you meant "rope" there. :)

Looks like togas and robes are mutually exclusive. Maybe replace the robes with dresses, since they should also cover quite a lot.

Not necessarily.  My current fortress has both.  It's just random dwarf-culture-clothing-ism.
