A civilian just took an adamant armor.

So i ordered one of my armorers to build a new set of adamant armor.All the sudden after the guy done some random civilian with some adequate or skilled can't really remember skills in military just helped himself and begun wearing the masterfull breastplate!I told the armorer to stop until i can solve this problem.Anything i can do to prevent this from repeating?I got plenty of adamant,yes i do,but i really don't want to make armor for every idiot in the fortress who just wakes up with an exceptional idea of wearing armor for no reason.
The version is 0.13.18.

Check that he isn't in a squad that just happens to be off-duty.

I loaded back and nothing seems to ave' gone wrong.My armorer made 4 adamant breast plates each taken afterwards by a soldier.Maybe it was just a hauler back then and he did not WEAR the actual thing??At any rate it seems to be alright now.Carry on!
