The way I read it:  Before that point, there's no conflict going on.  After that point, there's been a conflict going, but that means less of either side wandering around, possibly even an extinction.

At the point of declaration of war, there's war, and yet as many war-ready combatants as you're ever likely to have.

Bingo.

You can sort of do it already by generating a world.. checking legends, then making the same world with the same seed and pausing it at the correct year.

And, good devek, oh how many times have we all done exactly what you described.

It would be awesome if there were a worldgen option for "stop at armageddon".  I have made many a world, and at some point every one of them is fighting someone else.  Before? 8000 historical entities.  After? 200 historical entities.  And a whole lot of dead cities.

Heartilly supported.  In every way possible.

Toady... PLEASEPLEASEPLEASEPLEASE look into this? Please?

I agree, it's more fun if you are at war with Elves / Humans

I don't support threads that put as little effort as possible without rhyme or reason just to wait for other people to guess. It's lazy and has no place here.

I am trying to make chickens lay bees as eggs. So far it only produces a single "Tame Small Creature" when a hen lays bees.
Honestly at the time, I didn't see what could go wrong with crowding 80 military Dwarves into a small room with a necromancer for the purpose of making bacon.

Seriously, why does this topic NEED a detailed explanation.  As the message body indicates, the topic title says it all.  And it's a good suggestion.  As I said, I've rerun worldgen to get a war active many many times.

Good suggestion, period./
