You create a freezing cold ice wasteland to the far north of the world. You create giant mechanical vaults filled with high tech weapons, such as plasma rifles.

It would take a nuke to bust these vaults open.

Create electronic golems inside these vaults, who communicate with Morse code. Make it so the vaults can be opened from the inside, not outside however.
