Anyways, I'm on Windows 7.

I'm guessing he just googled the dll and downloaded it. There's websites that do that for free.

Not only that, but it says on the download page that Shores of Hazeron requires OpenAL, and gives a download link for it. On a somewhat related note, I was playing this a few months ago, but got bored and abandoned my empire. Can anyone who is currently playing the game tell me if it's a good time to get back in?

Normally the installer for SoH runs an OpenAL installer as well. It worked flawlessly for me on 64-bit Windows 8, and on Windows XP.
