I'm trying to get the elves to siege me.  I don't get diplomats so I can't tell him we promise not to cut down trees then clearcut the whole embark zone.  I've been killing off half of every caravan that shows up after seizing anything useful.  But those bloody hippies seem to be of the "forgive and forget" model and absolutely refuse to stop showing up every year with a bunch of useless wooden doodads they think I might buy. 

Without elven diplomats what options do I have?

Offering the elven caravans wooden goods over and over when trading with them is by far the easiest way(and maybe one of the fastest) to get the elves mad at you.

Their only response to being robbed is to bring more exotic animals and food. Try to trade them wooden stuff and then sieze anything you want before exiting the trade screen.

The only easy way to make them angry enough to go to war is to violate their tree-cutting quotas and/or kill their Diplomat outright, and the only way to do either of those is to mod Elven Diplomats back into the game. Fortunately, it's not too difficult - just take the Dwarven "Diplomat" position and copy/paste it into the Elves' entity definition, changing it to be appointed by DRUID instead of MONARCH.
