The only people you can find are shotgun-armed and in extreme need of Qwob. You instead recruit them as mercenary rebels.

Send them on recon missions, telling them to be discreet as possible. Train them so that they become more and more cold towards life in general and will happily turn on their own friends if you say so.

Thats only days with missions. No missions on a day = no pay requirement. You'll generally be able to do at most 3 missions in a single day, unless one is time-extensive.

The giant alien thing was indeed a cannon, its blasting the parts of the suburbia ruins it could reach to eat now. Stealth of some kind would be good, but expensive. Better than being blown up eventually, though.
