No, it's still open.  Not just adoptions and meetings apparently.

Yeah, I've noticed that when a trader is present and I manage to some how get the trader right near my dwarf that does trading even though he is doing stuff, while designating dig positions, the trade can happen entirely while the game is paused.

Just a quick bump on this bug report.  My bookkeeper went from no skill to legendary instantaneously (in game time) because of a whole bunch of mining designations I did.

Confirm this, specifically w/ bookkeeper.

I was designating a mess of digging, and saw him get TWO experience bumps while paused.  Opened a 3rd party utility to monitor experience, noted he was gaining from maybe 5-10 xp/click.  Also noticed the % accuracy was increasing in the Nobles/Treasurer, so he was busy even if no one else was.

What seems to happen is the game just advances 1 frame whenever you designate something with the mouse. Possibly whenever you give any kind of command, but I notice it most when using the mouse since it applies a command every X milliseconds, rather than when you hit enter. It is quite obvious because many dwarves blink with ? while designating, I guess looking for jobs or checking their status regarding food/drink.

I actually like it quite a bit because, if you can get your broker to properly begin the meeting you can pause it and remove designations to skip through each meeting segment with hardly any time being passed in-game, whereas left to his devices the broker meetings often take several real minutes, not including interruptions to eat/drink/sleep/on break. The flip side is, if you're not careful, free cats will adopt during the paused frames. Possibly there might be other downsides but I have not directly observed any.

My guess is that it's a side effect of forcing miners/engravers/woodcutters/herbalists to immediately take a task when you place a designation (rather than having them wait until they check for a new job), causing every unit to "think".

Yea it's definetly useful, but sometimes you may actually WANT to delay the liason, primarily either because an ambush is incoming or the goblins are sieging. I don't know whether human sieges consider noncombatants like liasons. Although if the caravan guards start attacking, all bets are off.

This happened to me yesterday.  While paused, I had just designated a section of walls for deconstruction when a human trader presented me with his trade demands.
