Is it possible to set who's commanding ground forces? If so, could there be room for a General Barbrokoski? Commanding an elite regiment of marines for special operations.
It is possible, yes. Units in the UEF are as follows. Each unit receives a percentage of your race's ground unit strength (14 for us right now), that percentage determined by the unit's role. If you tell me what you want in your division, I'll make you a general and put him in charge.
Assault Infantry Battalion - 100% attack, 50% defense. Designed to take ground and assault defensive positions. Strongest infantry unit on the attack. Size 5
Engineer Brigade - 0 attack, 50% defense. Engineer brigades are massive, size 25, and only contribute to defense. Their only other use is to recover alien ruins, as far as I know.
Garrison Battalion - 0 attack, 100% defense. A cheap defensive unit for protecting a location. Size 5
Heavy Assault Battalion - 120% attack, 120% defense. A heavy armored battalion useful for both attack and defense. Expensive! Size 5
Marine Battalion - 100% attack, 100% defense. An armored battalion useful for both attack and defense.
Same size and expense as the heavy assault battalion, I don't really understand why you'd ever make these. Size 5
Marine Company - 20% attack, 20% defense. Usually carried aboard ship as protection against boarders. Decent in a fight, but only size 1 so they're outclassed by most other units in a head-to-head conflict. Size 1
Mobile Infantry Battalion - 50% attack, 100% defense. Useful unit for holding ground, can contribute to an attack as well. Size 5
Additionally there are:
Divisional Headquarters - 0% attack, 30% defense. A divisional HQ can have 4 brigade HQ units attached to it.
Brigade Headquarters - 0% attack, 20% defense. A brigade HQ can have 4 regular units attached to it.
There are also low-tech units, but they are entirely outclassed by the new stuff.
