Expedition Leader Always Randomized

Bringing a dwarf with Noble skills nolonger guarantees that he will be the expedition leader. The details of this discovery were posted in the linked forup thread "Bug or Feature"

In 176.38b and 176.38c, yes.  In versions prior to 176.38a, the dwarf with the most appropriate set of social/noble skills (ie, points in consoler and/or pacifier, in my experience) became the expedition leader.

In my current game, the dwarf I'd picked to be the Trader (I like separating the nobles) ended up as leader. He was friends with all of the other starting dwarves, whereas the one I wanted to be leader only had three friends. Maybe that has something to do with it?

Yeah, people with friends do better in elections.  The leader in this case should probably be chosen before those friendships are formed though, since they are formed during the journey (which presumably had a leader from the beginning).

I find this annoying as the "randomized" leader doesn't always start with social skills -- in particular I would like to at least have Appraiser.

Edit -- although it must be said that I enjoy having a dwarf with good social attributes (i.e. "Is very friendly") as my leader.

I recently started a fort where my leatherworker ended up being the big cheese, instead of the architect/trader.  It's a bit annoying having to check the personalities of each dwarf to find out which one wil be the leader, instead of just picking your own, but it's not like it's really that important.

Appraisal is not a social skill.

I always get the leader I want.  I make him a persuader / negotiator / conversationalist / etc.  Basically, a useless peasant who speaks well.  Because that's what dwarves want from a leader.
