To clarify, the score represents not how fast it loads but how efficiently it loads, correct?

EDIT: I wonder if anyone can find a 100/100 page...

I don't think it's that. I think it's showing the speed of accessing it's own servers internally.

But it lists the site as not being able to be improved further. Pagespeed measures how well the site is constructed in terms of loading efficiently, I think.
