How to determine whether there is wind on a map? I just built a windmill and (despite being outside) it's 'inactive'. Does this mean there's no wind on my map? If yes, is there any way to mod/hack it in?

building an above ground windmill is the only way to tell how strong the wind is.

Couldn't one theoretically use dfmode and switch into an adventurer, type W to check the weather, then go back into fortress mode?

It's treated as completely normal because this is Dwarf Fortress.  There's absolutely nothing wrong with surrounding yourself with a wall of flames, only to later realize that you're surrounded by a wall of flames.
There's nothing that can't be solved by hurling fifteen roc birds at it.

Did you build a mechanism under the windmill? I donīt think it shows the wind unless you do that but I can be wrong, it was a while since I played with wind.

The windmill will show power production without a mechanism.  I've got one on flat ground without a mechanism, it's generating 20 power.  Possible values for wind power are 0, 20, and 40.  Sounds like you got a map with no wind.  Try a dwarven water reactor instead.

Also, obviously, magma avalanches and tsunamis weren't exactly a contingency covered in the mission briefing.
I can assure you that Ardentdikes is not the first fortress to be flooded with magma. What's unusual is that we actually meant to flood it with magma.

That would be correct - maps can either have high wind (40), low wind (20), or no wind at all.

If DWRs seem to exploitave or cheaty, you can always build a windfarm that would generate the equivalent amount of power if there was wind, & run the power from the Reactors to the Windfarm & then to where you would be using it. This lets you RP that the Windfarm works.
