Technically most monster ranching/collecting/breeding games are like this.

Many tactical RPGs have similar qualities, either because you can recruit enemies and monsters to your team, or simply have access to them via normal methods. Arguably most strategy games are even better about this, especially with hacking/map editing.

Disgaea. I think the only characters you cant play in those games are bosses (except some of them).  Kill enough of any monster and you can create one. In Disgaea 2 you can toss them on your base panel as long as they are a monster. For humanoid characters you just have to get certain classes to certain levels.

Ah well you can play pretty much all the NPCs in Red Dead Redemption's multiplayer, I don't know if it would count though because they all play the same

Yeah, something like that makes me glad that enemy Mediators are rare(or possibly non-existant?) in Final Fantasy Tactics.
Sure, Invite only has a 12% success rate at best, but the effect is irreversable. And Mediators get guns, for some reason.

Thieves with charm are out there, though.

Valkyrie Profile. The first one, not the PS2 one. You have tons of playable characters in the first one, and its a fairly decent rpg with its own unique style. Pretty memorable PS1 game, get an emulator and try it.

There was this 2D beat-em-up fighting game for the GBA which allowed you to unlock every single creature in the game except for the final boss.
I spent quite some time completing that game, if only I could remember its name..

When I first read the title, the first thing I thought of was this

E: Eh, most fighting games have that. Dissidia for instance has all characters playable except for cosmos(chaos is playable with a hack)

Gotcha Force.

That game was confusing in an awesome way. Good old Gamecube.

Sonic Adventure has eight playable characters, I think, and they all have their own storylines and series of levels.

And to a similar extent, Final Fantasy Tactics. All monsters are certainly available for the player's use, given investment. Most every boss is off limits, though you get a few unique characters with their own class trees yourself.

Battleships forever? Can't exactly play as any character, because there aren't any characters, but you can play as any ship (in sandbox mode), including custom ones and enemies (and if you can't use a certain enemy, you can build an exact copy of it with the editor, and use that)...
