A game where all or most characters are playable?

HEY LOOK
IT'S FREEFORMSCHOOLER
BACK ASKING AGAIN ABOUT A SPECIFIC TYPE OF GAME

Hey, okay. I'm looking for a very specific type of game: a game where there are a lot of characters/NPCs, and they're all made just like the player character is, and thus are at least technically playable characters (even if only with hacking!). Obviously this is easier to do with RPG-style games so I wouldn't mind that. Games I've seen like this:

-ToME (to an extent: in T3 you could possess any creature with the Possession skill, but this doesn't fully count as the enemies/monsters do not have all the same statistics as the player)
-DF (Obviously; with Arena Mode or hacking/modding you can play as any creature or type of creature.)
-Obviously most fighting games as all AI characters can generally be controlled but only to an extent as there are usually no true 'NPC's.
-Caves of Qud, most definitely
-Neverwinter Nights and similar games, usually
-Great Dungeon in the Sky is a particularly good example.
-Possibly some others, I will edit my post as I remember them.

This is a unique(-ish) idea and I would love to make a game that features it, but I am looking for some examples of games that use it.

I am guessing you are not going to include games with soooo many characters that almost every person you meet is an actual character you can get on your team. Such as Radiata stories.

Freedom Force and Freedom Force Vs. The Third Reich.

Mind you some characters are built off of soo many points it is nearly impossible to get them through the actual campaign (and for good reason... the invincibility against all damage shields get annoying fast... I really dislike facing Forticimo)

Though really EVERY single character is buildable except for the Tank (that you can play as anyway).

Radiata stories I guess does count as most characters are playable, but I believe it has random encounter type things too no?

Though in that vein, a good example is Tales of Symphonia: Dawn of the New World. Most (I believe) of the Tales characters appearing in-game join you for parts of the story, and you can "capture" almost any of the enemy monsters you fight as they work similarly to the player characters. Though by that definition, say, Pokemon counts too obviously.

Just games much like that.

Dragon Age the majority of characters and monsters are built off the same system as your characters.

There's a Flash platformer that got posted here a while back with a frankly irresponsible number of unlockable characters. Every enemy you killed you unlocked. I don't remember the name, but hopefully someone does? I want to play it again. :P

But can you recruit them/play as them? Even with modding?

You can by editing Neverwinter Nights!

Caves of Qud. It's still in beta, but literally every character is built the same as the player and is potentially controllable. A mutation called Domination lets you take control of basically any critter in the game, and metamorphasis lets you become them, though metamorph is horrifically buggy. There are some bugs, but its very playable and quite fun.

EVERY monster is creatable. Albiet with all the moves the enemy gets but still..

and DANG and I mean DANG do I wish they would make a sequel of those games. I mean honestly creating your own creature was awsome!

I did not know either of these things! Are even monsters playable in NWN? (Actually I imagine they would be now that I think about it.

This is a good point. The LEGO games definitely count.

I think a lot of Roguelikes count, but yeah, COQ counts obviously too.

Not entirely! The "mega" moves unlocked after beating the game were for your creatures only! But yeah, it's a darn shame. PLUS the fact that a lot of the features got taken out of the English version of both games as compared to the Japanese versions.

Oh, yeah. That's true. I think Suikoden only partially counts as yes, there's a lot of playable characters, but you also have truckloads of unplayable NPCs and random monster battles and stuff.

Plus the DANG Japanese got a THIRD game.
