Rise from Erebus, a civ4 mod which, while not sci-fi, is very VERY good, adds things you didn't even know you wanted, I don't even bother with normal civ4 anymore, not to mention its completely free and then you could also buy other stuff?  I'm assuming you've already played Gratuitous Space Battles, and I cant think of anything else at the moment.

Wow, they sure don't make it easy to find the download for it or to find out if it requires BtS. I looked for several minutes and eventually just gave up because it wasn't apparently easily findable anywhere on their website or wiki. (I have civ IV, but not any of the expansions, since I got bored with Civ IV years ago)
