Here is the lore, locations, factions, and people that I currently have worked out for the Oblivion RTD what do you guys think? (Note that I had to remove some side notes because of spoilers to the actual story.
Factions, and Known LoreThe Shield of the People is a faction founded to protect the residents of its land, and others they also seek to make a government run by the people, so that all the lands residents will be equal no matter of lineage, nobility, or wealth. They call the lands surronding the Ruins of the Imperial City their home, and it is here that the faction was nearly destroyed, by the Coalition.
Entry #1, The Founders
The Founders where a group of fifty-eight survivors of the Imperial City massacre, and they founded The Shield of the People in an attempt to make a government that was ruled by the people of its lands. They strove to protect the corpse of Imperial City for it was a symbol of their resolve, it showed that they would do anything to make sure this never happened to anyone ever again, and thus this faction was founded, and they strived to protect the people of their lands, and others from those who seeked to destroy them, or harm their way of life.
Entry #2, The First Trials
The First Trials was a period of time not long after the founding of this faction when The Shield was constantly at war with outside forces who wished to take the Ruins of Imperial CIty from them. With no defence against the enemy who was constantly watching them the Founders decided to create a great wall around the island that housed the Imperial City, it would come to be called The Aegis of Imperium, an impenatrable shield against all evil, and thus the Founders decided to build this great wall to protect their way of life, and the tomb that they held so dear.
The Coalition is a group that seeks to overthrow The Shield of the People, and take from them the power to rule these lands. They are run by a group known as 'Demon's Circle', a group of lords, ladies, bandit kings, and Daedra Worshippers, they stay behind the scenes pulling strings, inciting rebellions, organizing raids by bandits, assisting the Exiled Orcs to return here, and take revenge, and many other things. They are the faction who shattered The Aegis of Imperium, and defiled the Ruins of the Imperial City, and now they seek to destroy the the Wielder's who are all marked by the Nine, and who are the descendants of the Founders, so that they may rule over these lands.
Little is known about them other than the fact that they are the ones behind The Coalition's creation, and that htey seek to rule over this land for their own profit, and gain.

The Mages Guild is a professional organization, located throughout Tamriel, that is dedicated to the study and application of magicka and alchemy. Its charter from the Emperor specifies that the guild must provide magic services to the public. Anyone can purchase potions, potion ingredients, magical items, and a selection of standard spells from the guild. However, training, goods, and services are cheaper for members, and the Guild Stewards may be able to provide members with work. Furthermore, exclusive services such as spellmaking and enchanting, deemed potentially dangerous to the public at large, are only made available to higher-ranked guild members in good standing.
The Mages Guild is led by an Arch-Mage, and guided by the Council of Mages, made up of five archmagisters (including the Arch-Mage). The Arch-Mage and the Council of Mages are headquartered at the guild's Arcane University in the Imperial City. The Council decides important Guild policies, such as its policy on the use of Necromancy and also administers recruitment, sale of spells in each local guild hall, and the enforcement of Guild law. In addition, guild halls exist in most cities in Tamriel, each of which is run by a local Guildmagister.
The Mages Guild was founded by Vanus Galerion in the early years of the Second Era as a way of centralizing magic and thus moving away from the many separate groups (like the Psijic Order of which Galerion was a member) that had dominated the study of magic until that time.
The rules of the Guild vary from location to location, some differences more drastic than others. At the end of the Third Era, Hannibal Traven made a major policy change when he banned Necromancy from the Mages Guild. However, this was not a new policy: Vanus Galerion, the first Arch Mage of the Mages Guild, was strongly against Necromancy and most likely banned it.[1] Regardless of whether or not Traven was following Galerion's beliefs, they still caused much unrest within the Guild. During this time, Mannimarco, the King of Worms, returned to Tamriel and nearly brought about the destruction of the Guild until Traven's successor, the Champion of Cyrodiil, stopped him and became Arch-Mage.
After the Oblivion Crisis, the Mages Guild was dissolved for unknown reasons.[2] The two splinter organizations were known as the Synod and the College of Whispers.
The Fighters Guild, present across all of Tamriel, provides a common, and more importantly, public place of training and study for those of the warrior persuasion. The guild is a professional organization chartered by the Emperor to regulate the hiring and training of mercenaries, protect commerce, capture or drive away beasts, and similar security duties. Training, goods, and services are cheaper for members.
The Guild gained greater prominence at the beginning of the Third Era under Uriel I. Guild Stewards are entrusted with receiving and dispensing contracts to Guild members, hearing complaints about the servicing of said contracts, promotions, and determining the eligibility for re-admittance into the Guild of former members who had stolen from or assaulted other members.
The Thieves Guild is an organization for the gathering and training of those stealthy and shadowy in nature. Although criminal by its very definition, the local authorities often tolerate the existence of the guild as its presence often greatly decreases, if not eliminates, that of the more unstable or dangerous criminals.
Like any trade guild, the Thieves Guild is an organization of professionals, except that in this case the professionals are thieves, robbers, pickpockets, smugglers, and other enterprising operators. They don't have public guild halls, but in large towns they do tend to gather at a single location, such as a cornerclub, inn, or tradehouse.

The Thieves Guild in Cyrodiil is a much more covert organization than the one in Morrowind. It is run by the mysterious Gray Fox, believed by some to be a supernatural being. In order to find it, you are either going to have to do some investigative work or spend some time in jail.
Unlike the other, "official" guilds, the Thieves Guild will only offer you special tasks (quests) based on how much stolen loot you've sold to a fence. This is pretty easy to achieve, with the first task becoming available after having fenced 50 gold, then 100, and so on. See more on Burglary.
The Dark Brotherhood is a guild of professional assassins with considerable influence and power. It is similar to Morrowind's Morag Tong, but despite a common misconception is a completely separate organization; also, the legality of this organization is much more limited than that of its older cousin. Entry is governed not by completing a given task, but by the Brotherhood observing you committing murder.
According to Lucien Lachance, the Dark Brotherhood has sanctuaries all over Cyrodiil, however only one of these is ever accessible to the player; the basement of an abandoned house in Cheydinhal. This particular sanctuary was founded more than 200 years ago.
The current head of the Cheydinhal "family" is Ocheeva, however new family members are given instructions by Vicente Valtieri. Ocheeva receives instructions from the Speaker, Lucien Lachance, who is also responsible for recruiting new members. Lucien in turn receives his instructions from the Listener. The absolute leader of the Dark Brotherhood is the Night Mother.

This is what remains of the Imperial City after it was destroyed by the exiled Orcs they layed siege to it, and crushed the Imperial City, and her people. The bones of those who died here still litter the streets, as it is a place rarely disturbed by the living for it is considered a tomb filled with the smell of death, and decay, and littered with the crushed skulls, and hollow bones of the men, and women who died protecting her the Imperial City is seen as a tomb, yet there are those who wish to use it, and the great wall constructed by the Founders as a stronghold to rule from a place nearly impentrable by outside forces it is the ultimate fort, but those who reside just outside this city, the faction known as 'The Shield of the People' wish to protect it from those forces, and now they have payed a heavy price for protecting the tomb of forgotten time, and the key to ruling these lands.
This place is home to the tombs of emperors, nobles, kings, warrior, heroes, and even citizens of Imperial City, but many of the tombs are left empty, and their contents forced to walk the dark tunnels of this evil place of a will not their own.
Entry #1, Investigation Report
We sent some men down into the Catacombs to search for supplies, survivors, or anythign that could be of use, and when they returned the group was seven people less, and the report they gave was horrifying for it seemed that someone had made a vast majority of the remains down in the Catacombs into undead forced to walk among the dark tunnels with no free will of their own. Upon further investigation one of the mages sensed a dark power depp within the tombs that seemed to be controlling them, and when we sent someone their to destroy it the group that returned had dwindled from thirty to three. Due to the dangers of the tunnels if we need to evacuate through the secret passages located within please follow those sealed off from the rest of the Catacombs thus ends my report. The Founders are a group of fifty-eight survivors of the destruction of the Imperial City after witnessing the mass murder of so many people, and the near complete destruction of a race they decided to found a group that was for the people. This group would become known as The Shield of the People, and the Founders came to be seen as the Heroes of that age. All of the Founders perished in the Ninth Battle of Kazern as they held back the forces of the exiled orcs. They stayed behind to allow their men to survive that day, and it was said by a man who saw the battle that they slayed over a thousand Orcs as they fought to secure the peaceful future of their lands.
