And here's a little brainstorming on it: World Peace/War levels.
This is how the levels will be displayed. Below the list, is the effects.
World Peace
Calm Peace
Good Peace
Okay Peace
Shaky Peace
Cold Peace

Starting from World Peace down. If a requirement isn't met, it's automatically put to the level below.
World Peace:
Requirements: There is no war anywhere. Most nation anxiety levels are low.
Effects: Starting a war provokes all other nations. NPC nations have nearly no aggressiveness. NPC nations greatly lower military spending and drop nuclear weapons entirely. Friendly diplomatic actions gain a +5 bonus. Players may win via "Alliance", "Economic", or "Conquest" victories.
Calm Peace:
Requirements: There is, at max, only one low-level conventional war. Many nation anxiety levels are low.
Effects: Starting a war provokes many other nations. NPC nations have nearly no aggressiveness. NPC nations lower military spending and nearly drop nuclear weapons entirely. Friendly diplomatic actions gain a +3 bonus. Players may win via "Alliance", "Economic", or "Conquest" victories.
Good Peace:
Requirements: There are, at max, only two low level conventional wars. Majority nation anxiety levels are low.
Effects: Starting a war provokes nations that like to "peacekeep". NPC nations have far less aggressiveness. NPC nations lower military spending slightly and lower nuclear weapon spending a decent bit. Friendly diplomatic actions gain a +2 bonus. Players may win via "Alliance", "Economic", or "Conquest" victories.
Okay Peace:
Requirements: There are, at max, only four low level or one medium-level conventional wars. Quite a few nation anxiety levels are low.
Effects: Starting a war provokes some nations that like to "peacekeep". NPC nations have less aggressiveness. NPC nations lower lower nuclear weapon spending slightly. Friendly diplomatic actions gain a +1 bonus. Players may win via "Alliance", "Economic", or "Conquest" victories.
Shaky Peace:
Requirements: There are, at max, six low level, or two medium-level conventional wars, or one low-level nuclear war. Some nation anxiety levels are low.
Effects: NPC nations have slightly less aggressiveness. Players may win via "Economic" or "Conquest" victories.
Cold Peace:
Requirements: There are, at max, eight low level, two medium-level, or one high-level conventional wars, or one low-level nuclear war.
Effects: NPC nations station troops on hot borders but avoid conflict. Players may win via "Economic", or "Conquest" victories.
Low Conflict: <<This is considered the middle-point.
Requirements: There are, at max, ten low level, three medium-level, or one high-level conventional wars, or two low-level nuclear wars.
Effects: NPC nations station troops on hot borders and attempt to weaken their rivals. Players may win via "Economic", or "Conquest" victories.
Cold War:
Requirements: There are, at max, twelve low level, four medium-level, or one high-level conventional wars, or three low-level nuclear wars.
Effects: NPC nations station troops on hot borders and attempt to weaken their rivals as much as possible. Friendly actions have a -1 penalty. Anxiety levels rise slowly but constantly on any nations near nations with nuclear weapons, and also when the countries themselves have nukes. Players may win via "Economic", or "Conquest" victories.
Heated War:
Requirements: There are, at max, fourteen low level, five medium-level, or two high-level conventional wars, or four low-level, or one medium-level nuclear wars.
Effects: NPC nations station troops on hot borders and attempt to weaken their rivals as much as possible. They also declare war on any nations they particularly hate but believe they can take on. Friendly actions have a -2 penalty. Anxiety levels rise constantly on any nations near nations with nuclear weapons, and also when the countries themselves have nukes. Players may win via "Economic", or "Conquest" victories.
Hot War:
Requirements: There are, at max, sixteen low level, seven medium-level, or two high-level conventional wars, or four low-level, or two medium-level nuclear wars.
Effects: NPC nations station troops on hot borders and attempt to weaken their rivals as much as possible. They also declare war on any nations they particularly hate but believe they can take on. They also try to ally with stronger nations, hoping to avoid destruction. Friendly actions have a -3 penalty. Anxiety levels rise quickly and constantly on any nations near nations with nuclear weapons, and also when the countries themselves have nukes. Players may win via "Conquest" victories. This has the possibility of being a "Point of no return".
Scorching War:
Requirements: No high-level nuclear wars.
Effects: NPC nations station troops on most borders and attempt to weaken their rivals as much as possible. They also declare war on any nations they particularly hate but believe they can take on. They also try to ally with stronger nations, hoping to avoid destruction. They will sometimes nuke those who appear to be dangerous, and often nuke nuke-less countries they're at war with. Friendly actions have a -4 penalty. Anxiety levels rise very quickly and constantly on any nations near nations with nuclear weapons, and also when the countries themselves have nukes. Players may win via "Conquest" victories. This could be a "Point of no return".
Chaotic War:
Requirements: Not all nations are at war.
Effects: NPC nations station troops on all borders and attempt to weaken their rivals as much as possible. They also declare war on any nations they particularly hate but believe they can take on. They will often nuke those who appear to be dangerous, and usually nuke nuke-less countries they're at war with. Friendly actions have a -5 penalty. Alliances cannot be made. Anxiety levels rise extremely quickly and constantly on any nations near nations with nuclear weapons, and also when the countries themselves have nukes. Players may win via "Conquest" victories. This is likely a "Point of no return".
Total War:
Requirements: None of the above are met.
Effects: All nations are at war with all others. They will always nuke those who appear to be dangerous, and usually nuke nuke-less countries they're at war with. Friendly actions automatically fail. Alliances or peace cannot be made. Anxiety levels spike instantly. Players may win via "Conquest" victories. This is a "Point of no return".
Yeah, once you start major wars, things get crazy. Though the requirements are a little lax in my eyes... what do you guys think?
