They aren't forbidden or claimed by someone else, are they?

You can detach them from the copper shield with a combined forbid/melt order on it, I've done that several times with crap gear that my early military gets attached to.

OT: They've probably been claimed by some dorf too lazy to pick them up. Try stationing all of your squads, as that will force them to equip all of their gear. Then check your stockpiles to see what is left, and your dorfs to make sure that they're fully equipped.
