42 Idle Dwarves and Rotting Crops

I have "All Dwarves Harvest" set and I still have 42 or so dwarves that are idle while there are about...42 Plump Helmets going to waste in the farms.  What's worse is that I have 14 idle FARMERS and there's two farm plots set to be built, Plump Helmets to harvest, and some planting to be done!
In other games I've played I've managed to hit winter with a large enough stockpile of food to satisfy ~100 dwarves for the time it takes to start harvesting.  Now, I'm having to rely on meat to get through the winter.
Adding a new food stockpile didn't help either.
Ideas?

I might be mistaken, but you might try turning on Food Hauling.

Incidentally, I hated the "all dwarves harvest" setting until I realized it covered children and nobles, too.  The mayor is a novice grower!   :D

I've turned *off* precious few hauling jobs (mainly "all" on very specific people), so that's not the issue either.
And my nobles are growers too, makes them actualy be useful!

Incidently, this next spring, things are so far working correctly--save that no one's hauled 10 buckets of lye out of the ashery yet.

I something like this recently -- see "can't stop farming" -- also in bug reports.

I got there by marking my farm for removal and then demarking it.  The farm didn't generate any "harvest plant" jobs.  The food started to rot.

I solved this by, after everything grew, destroying the farm.  The food just dropped to the ground and was fine.

My farms were generating harvest jobs, just no one was doing them.  Either that, or it was generating very few harvest jobs.
(I don't have that moment of the game up, so I can't check the job list).
