You can use cheats, or mods.

I eventually added in the Zombie Apocalypse mod, plus a couple of zombies.

There are ways to move sims into an already established family.

You can do it from neighborhood view. I think you can just select the household, and as long as they don't have too many people, add them to another household.

Or move them into a lot, select on the newspaper/computer/phone 'Move out', and then move them into another household.
