A long, long, long time ago, there was a thread somewhere around here that told exactly what a) Elevation, b) Drainage, c) Rainfall, and d) Temperature created each kind of biome/region.

Now I can't find it, and I can't seem to find that info on the Wiki, either. It gives some basic, general information (with an occasional number), but it's otherwise unhelpful.

Am I just blind and it's staring me in the face? Or did this info change or disappear?

It was never very well know, it's all rule of thumb.  In my experience though...
Desert: Low rainfall, can be cold or hot, preferably high drainage.
Forests: High rain and high drainage, temperature changes the type of forest.  Lower rain gives sparser forests.
Wetlands: High rain and low drainage, temperature changes type from tropical to temperate.
Oceans, lakes, and rivers are handled differently, more reliant upon worldgen specifics for "I want lakes".  Lower elevation helps oceans and lakes form, however.
