I think he has been focusing on anti sea troops. Which quite frankly is a good idea given the threat of Taricus.

Eh. You are sorta the biggest threat. Sheb can take diplomatic action, but he has no efficient way to attack. And the Gnomes are helpless of course.

But the reason it continues is because he doesn't require much bait...and he KNOWS it's bait, and continues anyway. I think at this point it's Dwarvin Darwinism that compels you all to continue

The last 6 years have arguably been the best for sentientkind in a long time. All over the world, mine were opened, markets created, new industries develloped. Wealth increased, monuments were set up and more and more regions were unified, creating the wealthiest, best time since the decline of the Old Empire.

However, sentientkind has still been hindered by remnant of the pasts. Old grudges. Preconceptions. Racism. And, most of all, religion. Even, now, in our era of progress, most religions are still a mix of untested assumption and conflicting precepts, barely cimented together by custom and tradition.

Facing this problem, the New Empire is proud to present you its solution. Empirism. Empirism is the first religion designed specifically to serve progress rather than hinder it. Its large, flexible pantheon can include most people's god, facilitating their integration. The almighty figure of Caesar Aeterna, the Eternal Emperor ruling over all the other gods help justifying the ruling classes' control, while pushing them to promote progress. The value pursued by the clergy, those of honours, obediance, strength, hard work and respect for the socially superior help maintain orders while promoting growth.
