Well a Religious path may give him access to a divine sort of power-set, in theory. Wrath of the gods and so forth. Religion could play an interesting part here.

How does this sound, then?  You have the option to restrict trade of a resource to anyone (i.e. once a resource is restricted you may not trade it to any of your trade partners), provided you own the restricted resource (harder to restrict a resource that you merely trade from another).  Each restricted resource reduces the bonus from trade by 3%, so restricting one resource means your trade bonuses (in either direction) are 7% of full income, restricting two = 4%, restricting three = 1% and if you restrict 4 or more resources you cannot trade.

This restriction goes both ways, so not only will a restricting country only receive (say) 7% of income from its partners, they will only receive 7% of the home country's income in trade.

Also, I rather like the Greenblood Union's fluff, now that I've had time to read it.  There's something appealing about a race over half of whose inhabitants are barely sapient and operate mostly on animal instinct, yet are influenced by individual members of a race technically lower than everyone else.

Also, is Lord Dwareet'ik a kobold?  And is the ascension to shaman process for kobolds basically kill/blackmail your superiors?  If so, how ritualised is it?

Yes, the baseline for the trade bonus is 10% of the partner country's economy.  Denying resources will decrease this bonus (in both directions) to 7%, 4% and 1% for each additional resource denied.  Denying 4+ resources makes trade impossible, as you have to simply shut your borders to keep that wide a variety of goods in.
