You could, though I make no promises as to whether you'll get any in-game benefits from it.

The only stuff in there was a bunch of food, seeds, gnomes, and a farm. I just want my gnomes from in their ( Hopefully in the form of gnomish milita aroud five, and an underground farm since it would cost around 2000 to escavate I would say )

Pardon?  Wouldn't the inhabitants of that city be long dead?  (Sorry, haven't read your background since it was last updated.)

They had the stuff to be able to survive I quess you could roll to see if they did, but they had supplies in there to plant stuff in the farms, and some leftover food. There is also a river that runs into the city ( One of the reasons gnomnes choose ) so they could survive but you could roll I quess.

Seeing as how I have no quarrels with either the Ariani, or the other fair empires, except for the gnomes and their extremely blind enthusiasm and optimism, I declare individual neutrality on the Ariani, and will consider them a neutral empire such as the United Provinces.

I vote for evil gnomes to come out.

After all, a thousand years on underground did it for the Grey Dwarves.

I also agree with what is stated here I hold no grudge against the Ariani.

It wasn't 1000 years more like 550 years

Fun fact: I will eventually send out EVERY Arakael and Kasr into the field as heroes. And if Umirat dies, my policy changes alongside with the new Kasr. If Umirat's Brother inherits the ability as ruling Kasr, he'd murder absolutely everyone. And it will create some VERY weird moments should any Arakael or Kasr be taken by the enemy and changed to their side.

Better not throw him around too much. I don't want you changing from my best ally to my most hated enemy.

The fact that Phantom is your best ally says a lot about your diplomacy. :p
