I knew there were plans to build a Imperial base in western emperia, but I had no idea Sheb hired you to build it.

This explains why Sheb is pushing for warmer relations with you.

Yes, he plans on lifting the blockades upon me when the base is gained. However, he grows restless, and I do not have the resources to gain any ground for him yet.

Growing restless indeed, for I know a dead man can not build a base.  :P

(Bad) joke aside, I think it'll greatly enhance the New Empire's power to have bases all around the world, giving it the capability to protect its interest and project its power everywhere.

In the Southern Hemisphere, I think Biting would do for a great base if you'd agree.

I'd prefer it on the mainland so as not streach the navy's capabilities, but it makes a good second choice.

I am pretty sure they will be local hard points with military command of the surrounding area, along with us each able to make and share troops on them.

Territories under the direct control of the Empire, without vassals in the way (Provinces using Iituem's rules for alliance-owned territories), to allow for a quick response.
