No clue. Nothing about them communicating, and it's highly unlikely. Apparently ghosts no longer count as your characters. They only show up on the unit list like any other NPC, and I doubt ghosts are going to bother talking while they're battering your dwarves or screaming like nutcases.

This may be valid, except you can't tell when living dwarves talk.  There's no way to realize they're chatting until you notice their happiness and relationship improve.

Actually if they talk with a friend, it says so at the top of their description. At least it does in the version I'm playing. It says nothing for ghosts however, so it's impossible to tell.
