So my captain of the guard is upset because he now has nowhere to sleep.

It isn't just the Captain, the Mayor, Bookeeper, Broker, and Manager are all like that.  Once the economy kicks in they have to pay rent on their bedrooms (but not their offices or dining rooms) unless they are legendary, and if they can't pay they get evicted.

This is a particular problem for the Captain, Mayor and Broker, because they all require Decent quality quarters, but may not be able to afford them.  After my Captain got evicted she found herself a cheaper room, and then complained about how poor her bedroom was.    :roll:

Yeah, I just ran into this problem too.  "Okay, his quarters is red now.  I'll just... hey, he doesn't show up in the bed assignment list!  Oh crap, my economy started!"
