Well you could do it like Blockedlanced (as a community fort), and run a succession game at the same time. It could be awkward to manage but it should be doable.

Community is run by one person and your allowed to be dwarfed, some have people who've been dwarfed write short parts aswell. Succession is when forts are passed on person from person, this usually leads to fortresses having a good year and ten years of lovecraftian horror.
