Off the top of my head I don't know of anyone in the group who flies a Vindicator, but it's possible we might have somebody with a Loki. Is the range bonus something we can live without? Surely somebody can make room for a couple webifiers.

For myself, I did some tinkering in EFT, and this is what I came up with. These numbers do not include drones or gang bonuses:

Alternately, I can fly/fit any tier 3 battlecruiser. If we shield tank, I have level 5 in both siege warfare skills, plus the slot 10 implant. If we armor tank, both Anja and Smooth have comparable skills for armor.
How did you manage to have
less DPS on a shield ship?
Abaddon is bad for incursions. I think the Armageddon is ok. Or the Oracle. You need around 60% resists across the board for shields. A Nightmare pilot I know flies a Nightmare with around 52k EHP. Before boosts, the fleets have always full boosts.

No. Remember, this is not something we're going to do next week. The Tornado is what you should be aiming for. At least for a shield fleet. We CANNOT mix shield and armor in one fleet.
Well, good news is I am a hand full of days away from a full T2 shield tank. Bad news is I am a bit over 30d from t2 large rails. If I am to participate, I should use rails over missiles, especially since my gunnery skills are leaps and bounds better.
I was reading that guide, and I could probably come up with a BS fit with a full T2 tank, I assume the would be preferable to a Tier 3 BC.
Not necessarily. Talos is much better than a Rokh. (Naga as well). Probably better than Megathron as well.
Rails suck. Blasters are awesome. t2 blasters even have decent range with null.
I can do Armour Logi right now, but shield Logi would require Caldari Cruiser V, and I've not got any Caldari Cruiser skill.
Get Minmatar cruisers to 5 then, if you want to choose one of the shield logistics. Scimitars are better in vanguards (the bigger fleets like to keep some basis around to give cap to neuted ships).

Shield vs armor:
I am not sure about the cycle time on the Large Remote Armor Repairers. Shield is 4 seconds, about 3 with max boosts. If you are a bit too slow on the armor reps, a tier 3 BC is probably down. With shields, you still have a chance, because the reps hit as soon as you start the module (armor comes when the cycle of the module finishes). So i am not sure, if tier 3 BCs are viable for armor fleets. And they are the easiest class of ships to get into that can actually contribute in a meaningful way. And it takes less time to get a few shield skills than to get proper bs skills.

If you want to try incursions (and i'd encourage you to do it) there are a few channels you can join ingame from where fleetmember are recruited. Always say that you are new, the incursion community in very friendly in general (there is just same bantering and also frequently drama between the different communities), they will usually help you with your fittings and explain to you what you need to know in fleets.
Ingame Incursion Channels (all of them are public to my knowledge):
BTL Pub: Once the biggest incursion channel ingame, the community basically formed there, then branched out. It is mostly dead now, even though quite a few ppl are still in it.
The Valhalla Project: aka TVP. The biggest incursion community at the moment. They have an HQ Fleet running almost 23/7 and are noobfriendly. Shieldfleets.
Lv6: Vanguard training fleets, they have an invite only shiny channel as well. They usually have a fleet up for at least half the day. They have a mailing list with shipfittings and are noobfriendly (just don't insist on your fitting vs the official one). Shieldfleets
DKY Public: Also a noobfriendly vanguard community when it comes to the ship types, only 2 FCs atm, but both very good (from what i have heard, only flown with one of them). Shieldfleets.
ICU Public: Another Vanguard community. You don't have a pirate ship? get out (or join their less demanding training channel: ICU Training, I like the Lv6 guys better, they are friendlier overall. But I might be biased.) Shieldfleets.
ISN Secondary: Elite HQ Channel. They will have vanguard fleets if they don't get the numbers for HQs, but are smaller then TVP, so won't have a fleet up all the time. Pirate BS only usually. Contrary to what you might read in TVP they are a friendly bunch as well. Shieldfleets.
DIN Flotten: A German community. I don't fly with them because i don't like their leader. Shieldfleets (fleet commands are in English, they might also recruit from The Valhalla Project)
Mumble Incursions: Never flown with them. Shield assaults, as far as i know, I have no idea how active they are.
Allied Incursions Public: Pretty new, they want to built a community away from the drama of the big three (DIN, TVP, ISN), so everybody is welcome. I have yet to see them forming a fleet though. Shieldfleets
The Ditanian Fleet: The biggest armor incursion community. Also the only Armor Incursion community I know of, though I heard there is a newer one that also recruits from there. Used to be dramaqueens, not sure how it is today. Armorfleets.
