I don't actually know what's part of the EU Law of Human Rights, but I'm assuming the right to be homeless ranks somewhere there, if the right to vote is there. (From our previous whoo-harr about the Government trying to ban ex-con votes.)

The right to be homeless is just so freaking obvious I don't imagine anyone thought to protect it.  It's like the right to breathe!

It's illegal to be homeless. If found homeless, you will be fined. Homeless people don't have much money. If you can't pay the fines, what are they gonna do with you? Throw you in jail, where the living conditions are better?

Yeah, fantastic way to save money, that.  It's not like jailing someone costs more then 20k a year.

Maybe they can force the destitute to stay incarcerated until they pay the state for the cost of shelter?  And maybe make them work to earn that money?  Some sort of state run "prisons for people owing debts" could be quite profitable!
