Bastion is the better one by far.
Debatable. I found Transistor far more engaging than Bastion. I actually finished Transistor, while Bastion I grew bored of after 2-3 hours.

Transistor had the better gameplay, with actual choices and depth to the combat.

Heh. Completely opposite experience on my side.

Out of curiosity, which did you play first, and was that the one you preferred?

Played Bastion first, preferred Transistor by far. The characters are interesting and the setting is interesting, with some intricate detail and lore to be found. It may have something to do with my personal bias towards science fiction.

I found Bastion kind of dull and samey after a few hours. The only redeeming feature was the narration.

I have half the time I do in Transistor than I do with Bastion.
I did play Bastion first, if that's relevant.

Personally, I felt that Transistor's combat system was amazing, much better than that of bastion, and it integrated unlocking lore with trying out new combinations in a very clever manner.
However, the plot was both shorter and less coherent, and while bastion does have ending choices, Transistor has none at all. While Bastion felt like everything fell into place as you play, there's no such revelation with Transistor, and ultimately it feels like it missing content. Which leads to: Transistor is short. It took me... what, six hours to finish it, going off hazy memory? Not very long.

iirc the point of Transistor is to play ng+ so you max out your available slots and try out ridiculous combos

Shelter 1 and 2 in one package for $6.79 US on Humble. It does not have the Mountains. That package is $10.19 with soundtracks. Surgeon Sim is 2.59. I am Bread for 3.24. Most of the sale is simple graphics games and/or storytelling.

"Paws" which is billed as "a shelter 2 game" is not part of the bundle.  is it worth getting / playing?  is it tied in, or totally stand alone / different?

Paws is very new so it's not part of the bundle. I have not tried it.

Transistor and Bastion, plus their soundtracks are in a weekend deal of 82% off on Steam.

That's 27 HKD, or less than 4 USD. Great deal. That's because I already owned the games.

Life is strange episode 1 is free on steam. I'm not sure when the giveaway ends, or maybe it's just free forever as a promotion for the rest of the episodes like telltale did with sam and max.

The rest of the episodes are on sale for 25% off, making them $15.

No idea how good it is, since I've not tried it yet, but hey - free with no hoops to jump through.
