If it is nothing more than Tropico 4 with multiplayer and a few new buildings and random fixes... I'm fine with it.
They're going for a kind of timeperiod progression system. You you start off as a colony of the British empire, then have to gain independence, etc.

4 has progression. It looks like they're just fleshing that out more.

4 has progression.
I don't recall that. Unless you're talking about the modern times DLC, but that was very basic and had little impact on gameplay really.

There's always been a calendar built in with events triggered around certain times. Leading up to the Cold War aspect has been in for awhile.

So what you are saying it's 3 with the progression they added in a dlc for 4 and multi.  So not much.

I mean multi could be good, but I still feel like 4 was a horrible cash grab that could have just been another larger dlc expansion for 3.

At this point 4 is cheaper than DLC. It goes on sale all the time. Sometimes that cash grab won't be much of a cash grab. For 4 though it was definitely a gussied up 3, but gussied up enough for a buy. It did add new things, but it was mostly an overhaul. Wait for the inevitable bargain bin 5 if it's too expensive for what you think you're getting. Never ever pre buy an unreleased product from a company with deeper pockets than your own.

No, the progression in 5 will be more important.
Noticeable, even. And significant in gameplay ways, such as old buildings being given new uses as time goes on, balancing the improvements of new buildings with the costs of doing so. Basically a system that makes you change how you play every so often, pushing the player out of the perfect efficiency that you tend to end up at.

I'm totally excited for the multiplayer, but that's what worries me, that they haven't shown any demonstration of it and they're already trying to grab preorders.

Looking at The Last Federation, although it is only -25% off. "From the makers of AI War." I didn't much care for the high-level strategy/spam of AI War, but I wouldn't mind trying a new 4X space strategy. The recent releases (Endless Space, StarDrive) haven't been too strong in my opinion, although they sometimes had good points.

Any opinions?

Well of course its only 25% off, it came out less than a week ago.

Its not a 4X though. Its more of a turn-based shmup (in the combat) inside of a sorta-grand strategy game. You are a hydra, you've lsot your homeworld and race, you're trying to get a solar system of aliens to form a federation in one way or another. Politics maybe, or just killing off the others who don't join the federation, or some otherway. Generally positive reviews, and Arcen tends to make interesting things. Not always the best things, but interesting.
